Dali and Raphael are partners in a secret federal drug enforcement agency. Raphael betrays Dali, killing his wife and revealing himself to be a high-level drug trafficker. Dali puts a team together and along with Liu goes on a dangerous mission into the heart of the cartel to stop the spread of a new drug called "Devil's Breath" and to bring his former partner to justice.
